Appeals & Challenges Policy

The International Standards & Accreditation Board (ISAB) is unequivocally dedicated to maintaining complete objectivity, operational independence, and freedom from commercial, financial, or political pressure across all conformity assessment activities. In strict accordance with ISO/IEC 17011, impartiality stands as the foundational pillar of our organizational governance. We recognize that global trust in accreditation depends entirely on our ability to evaluate Conformity Assessment Bodies (CABs) without bias, prejudice, or favor.To safeguard this commitment, ISAB enforces a strict structural firewall against conflicts of interest. We maintain a rigorous separation of duties between assessment teams and accreditation decision-makers, ensuring that all outcomes are determined solely by objective, verifiable technical evidence. Furthermore, ISAB and its personnel do not offer consultancy, internal auditing, or advisory services to applicant or accredited bodies, nor do we engage in any commercial partnerships that could compromise our operational independence.We continuously identify, analyze, and mitigate potential risks to impartiality through structured oversight mechanisms, including periodic evaluations by independent stakeholder committees. Every ISAB assessor, executive, and committee member is bound by mandatory ethical disclosures and enforceable confidentiality agreements. 1. Policy Overview
The International Standards & Accreditation Board (ISAB) is committed to absolute excellence, transparency, and impartiality across all accreditation activities. While we operate under rigorous internal quality controls aligned with ISO/IEC 17011, we recognize the fundamental right of applicant and accredited Conformity Assessment Bodies (CABs) to challenge adverse accreditation decisions. This policy defines the formal, objective, and unbiased procedure for lodging, evaluating, and resolving appeals.

2. Eligibility to Appeal
An organization may lodge a formal appeal if it disputes an official accreditation decision rendered by the Board. Eligible grounds for appeal are strictly limited to:
    Refusal of Accreditation: Denial of an initial application for accreditation following a formal evaluation.
    Scope Reduction: Refusal to grant a requested scope extension, or a mandatory reduction of an existing accredited scope.
    Adverse Action: Suspension, mandatory reduction, or permanent termination of an existing accreditation status.

3. Submission Process
To ensure due process and documented traceability, appeals must be submitted in writing within 30 calendar days of receiving the formal accreditation decision.
To initiate an appeal, the appellant must submit a Formal Notice of Appeal through the secure ISAB Ethics & Appeals Portal containing the following:
     The Challenged Decision: Complete citation of the specific decision, certificate number, and date of notice.
  Technical Justification: Detailed grounds for the appeal (e.g., alleged procedural deviation from ISO/IEC 17011, factual error, or misinterpretation of objective audit evidence).
    Substantiating Evidence: Supporting documentation, audit logs, or correspondence relevant to the disputed decision.
    Fee Verification: Receipt or confirmation number for the Appeal Processing Fee.

4. Review Timeline
ISAB enforces a strict, four-stage review schedule to ensure that disputes are resolved promptly and transparently:

Important Governance Note: During the active appeals process, the original decision (including suspension or termination) remains in full legal effect unless the Impartiality Committee explicitly grants a temporary stay to prevent irreparable harm.

5. The Independent Impartiality Committee
To eliminate bias and ensure structural fairness, no appeal is reviewed by personnel involved in the original audit, evaluation, or accreditation decision.
All appeals are referred directly to the ISAB Impartiality Committee—an autonomous panel comprised of external subject matter experts, technical assessors, and public sector representatives. This structure guarantees that every challenge is evaluated with fresh, objective eyes.

6. Fee Structure & Refund Policy
To cover the administrative costs of convening an independent panel of experts—and to deter frivolous filings—appeals are subject to a standard administrative fee:

    Appeal Processing Fee: $500.00 USD (Payable via the secure online submission form)100%
    Refund Guarantee: If the Impartiality Committee rules in favor of the appellant and overturns the original decision, the processing fee is reimbursed in full within  10 business days.
If the original decision is upheld, the fee is retained to defray committee operations.

7. Finality of Decision
The ruling rendered by the ISAB Impartiality Committee represents the conclusive, binding decision of the Board. ISAB does not entertain successive appeals or administrative challenges on the same matter unless the appellant presents substantive, verifiable new evidence that was not accessible during the initial evaluation.
